Project Overview
Ninety Mile Consulting (NMC) is thrilled to support the Benalla Rural City Council in developing the integrated 2025–2029 Council Plan and Municipal Health and Wellbeing Plan. By leveraging NMC’s proven local government methodology, the integrated plan will serve as a strategic framework to guide decision-making, foster partnerships with key stakeholders, and have the community’s aspirations and health priorities at the central of the Council’s agenda. Thus, the plan will continue to set Benalla for sustained success while considering its evolving challenges and opportunities.
Benalla Rural City, located in northeast Victoria, is home to over 14,500 residents who cherish the region’s picturesque landscapes and strong community connections. Known for its rich agricultural heritage and commitment to sustainability, Benalla has much to celebrate. Delivering essential services, from waste management to maternal and child health support, the Council plays a vital role in shaping the community. Over the years, it has demonstrated dedication to improving infrastructure, enhancing liveability, strengthening local partnerships, and addressing key health and wellbeing priorities.
As the region evolves, so do the needs of its community. With an ageing population and growing concerns around mental health, addressing health and wellbeing has become increasingly important. This means having an equitable access to services for both urban areas like Benalla itself and surrounding communities such as Swanpool and Winton remain a priority. While, the town’s economic prospect is expected to bring new opportunities, it raises important questions about the longevity and preserving the region’s unique character. Therefore, tailored solutions are essential to address the diverse challenges faced by families, youth, and older residents, while considering the municipality’s geographic spread which adds complexity to service delivery.



Developing a Community and Evidence-Based Plan
Creating Benalla’s integrated 2025–2029 Council Plan and Municipal Health and Wellbeing Plan requires a strategic and evidence-based approach in which, at the core, requires on alignment between priorities and the council’s objective while addressing community-specific drivers of change.
Thus, NMC aims to launch a diverse engagement process by working directly with stakeholders and community members to identify challenges, strengths, and opportunities. This process includes facilitated workshops, targeted consultations, and community-wide surveys, which is designed to gather holistic insights and making sure diverse perspectives are represented.
Guided by a commitment to delivering practical outcomes, NMC aims to develop strategies that are both grounded and measurable in their impact based on Benalla’s regional complexities, from their geographic spread to socioeconomic diversity. By bringing together qualitative feedback, data insights, and best practice principles, NMC will deliver a roadmap that enables Benalla Rural City Council to navigate challenges and seize opportunities that align with the community’s aspirations.
