NMC gave the Town of Port Hedland a structured way to prioritise, test and deliver a capital works program of more than $600 million.

The Town of Port Hedland’s forward capital works program exceeded $600 million, and with a pipeline of that scale, getting the underlying decision-making right matters just as much as the individual projects themselves. NMC was engaged to review how well capital planning, prioritisation and delivery were integrated across the organisation, not just at the level of individual projects, but for the full portfolio lifecycle.
The goal was to strengthen long-term capital discipline and sustainability, so the Town’s capital investment was being managed as effectively as possible and genuinely reflected the community’s needs.
To do this, NMC developed a five-pillar Forward Capital Works Maturity Assessment Framework, covering strategy & finance, workforce, systems, processes, and governance & KPIs. This gave NMC a holistic view of the program, surfacing challenges and opportunities across the organisation rather than in isolated pockets. The review also examined Port Hedland’s project management framework, with recommendations developed for every stage gate. By reinforcing each gate with clearer documentation standards, more rigorous quantified analysis, and stronger integration with financial and asset planning, the framework was repositioned to be more than a compliance checkpoint. It becomes a genuine strategic tool, one that improves capital prioritisation, lifts delivery confidence, and supports long-term sustainability.
