Golden Plains Shire Council (GPSC) was for many years a primary provider of Early Years Education (ECE) services in the region delivering Maternal and Child Health, (one of two) Early Years Managers delivering Funded Kindergarten, Family Day Care, Occasional Care and previously a Centre Based Childcare Provider. More recently, primarily due to a rapidly changing population, new providers have entered the Shire and coinciding with State Government reform have opened up new opportunities and access options for the community, including providing new business opportunities, employment opportunities and access to services and programs that meet family needs. With current and future increases in population, this evolving landscape will provide opportunities for GPSC to work with State Government, developers, service providers and the community to plan for and ensure access to Early Childhood supports, services, and programs.

What’s announced?

In June 2022, the Victorian Government announced an additional $9 billion over 10 years to deliver the Best Start, Best Life reform, providing 15 hours of free kindergarten for 3-year-olds and 30 hours for 4-year-olds. These program changes will place significant strain across Golden Plains Shire on current facilities capacity, access, and staffing. With the roll out of 15 hours of funded (free) Kindergarten now accessible, the new challenge will be the implementation of Pre-Prep (30hrs Funded (free) Kindergarten for 4-year-olds from 2028 whilst maintaining current quality service delivery, enrolment/ access and staffing.

How do we tackle this?

Golden Plains Shire Council have engaged NMC to undertake the development of this strategy who will ensure a transparent and collaborative approach is taken, one that considers the impacts, challenges and future planning for a wide variety of current and future service providers, included Early Years Managers, Not-for- profit and Private Sector providers. Additionally, NMC will foster collaboration among neighbouring councils in the Central Highlands region, working towards region-wide workforce strategies and plans that address long-term needs and demands effectively.

The Future of Early Childhood Services & Care

NMC’s Approach

NMC are executing a three-phased approach to workforce planning, consisting of:

  • Current State Review
  • Future State Design
  • Workforce Plan Delivery

The continuing assessment of the Current State started by analysing Golden Plains’ demographic profile, evaluating the current provision of children’s services, and identifying key external factors influencing the region.

To grasp the challenges confronting the early years workforce, NMC conducted design thinking workshops and consultations with ECE providers to review research findings and ensure alignment among stakeholders regarding the identified issues.

What’s happening next?

Using the information collected from stakeholder engagement and desktop research, NMC will create workforce strategies and a 5-year action plan for both GPSC and the Central Highlands sub-region.

Built on NMC’s Workforce Framework, NMC are designing a workforce strategy design and 5 year action plan. The plan will address six workforce priority areas:
