NMC AND MOIRA SHIRE COUNCIL ARE COLLABORATING TO DEVELOP A STRATEGY FOR EXPANDING KINDERGARTENS TO MEET ANTICIPATED FUTURE DEMAND

What’s announced?

In May 2024, the Victorian Government announced an additional $14 billion over 12 years to deliver the Best Start, Best Life reform. A key initiative is the provision of 15 hours of free kindergarten for three-year-olds and 30 hours for four-year-olds. This puts significant pressure on regional areas plagued by a shortage of qualified early childhood educators.

How do we tackle this?

MSC and NMC are collaborating on a thorough 5-year workforce plan for the Shire’s early years sector. This will require detailed problem-solving and close engagement with the community and key stakeholders. The objective of the plan is to develop localised strategies in collaboration with service providers to attract, recruit and retain a skilled early years workforce.

Moira Shire Council

Moira Shire Council is not a provider of early childhood services, but it oversees kindergarten facilities for Goulburn Region Preschool Association and Numurkah Kindergarten. Not only does the Council support kindergarten providers by providing infrastructure and maintenance, but it also works as a collaborative partner, facilitating partnerships and informing the community about services and opportunities.

The Unique Impacts of Being a Lifestyle Destination

Moira Local Government Area (LGA) is uniquely positioned as a border region, sharing boundaries with New South Wales, which significantly influences the flow of its workforce. The proximity to the border creates opportunities for cross- border employment, with individuals commuting between states for work. This dynamic workforce flow not only contributes to the diversity of skills within the region but also presents challenges in workforce planning and coordination across state lines. MSC’s own population is ageing and new skillsets are not flowing in to match growing demand.

The combination of MSC’s border location and lifestyle appeal also has significant implications for housing dynamics. The long-term housing availability is influenced by tourism and lifestyle- driven factors, which sees the popularity of short- term accommodation (ie. AirBnB) grow. This demonstrates the additional complexities faced by a lifestyle destination.

The vast geography of the Moira region adds another layer of complexity to the interplay between border dynamics, lifestyle appeal, and their impacts on workforce flows, early years service demand, and housing dynamics. Remote and dispersed populations across the region further amplify the need for tailored approaches to address the diverse needs of residents. Additionally, the geographical expanse of Moira influences commuting patterns and accessibility to amenities, shaping the distribution of workforce talent and demand for services in different areas.

As such, navigating the intricate interdependencies between border influences, lifestyle choices, and geographical considerations becomes essential in crafting comprehensive strategies to meet the evolving needs of the Moira community.
