NMC Partners with Cardinia Shire Council for Civil Maintenance Department Review

Ninety Mile Consulting (NMC) is excited to announce our collaboration with Cardinia Shire Council to conduct a comprehensive review of their Civil Maintenance Department.

About Cardinia Shire Council

Cardinia Shire, located in Melbourne’s southeast, is a diverse and rapidly growing local government area. The Shire encompasses both rural townships like Koo Wee Rup and urban centres such as Pakenham, presenting unique challenges in balancing the expectations of long-standing rural residents with those of the expanding urban population.

The Civil Maintenance Department, one of the largest within the Council comprises specialised teams, including Unsealed Roads, Sealed Roads, Drainage, and Roadside Maintenance. This Department diligently oversees road maintenance activities, adhering to the adopted Road Management Plan and relevant Asset Management Plan.

Facing ongoing challenges such as budgetary constraints, extreme weather conditions, and limited resources and equipment, the Department strives to maintain infrastructure to meet community expectations. In line with their commitment to enhancing service delivery, Cardinia Shire Council is thoroughly evaluating the efficiency and effectiveness of its Civil Maintenance services. This review aligns closely with the Council’s strategic objectives, plans and policies, embodying ethos of continuous improvement.

Project Scope and Objectives

The primary goal of the project is to align the Department’s operations with strategic objectives and community expectations. Key components include:  

  • Transitioning operations from reactive to proactive
  • Improving operations efficiency and performance metrics
  • Enhancing governance, reporting and technology use
  • Meet increasing demands of infrastructure uplifts and technological advancement
  • Implementing internal organisational enhancements

Project Methodology

NMC’s approach includes a current state assessment of the Department’s maturity across NMC’s 52 statements of goodness and a thorough analysis of current processes, performance, and systems and technology. NMC will then identify and evaluate potential solutions to address the gaps identified in the current state.

Collaborative Approach  

A key strength of our methodology is the emphasis on partnership and collaboration. NMC has conducted extensive consultations with members of the Department and the Senior Leadership Team. NMC will facilitate co-design workshops to collaborate with the team, validating challenges and identifying solutions.

This co-design approach is crucial for effective change management and securing buy-in from the teams. It fosters enthusiasm and commitment to the improvement journey ahead, ensuring smooth implementation of recommended changes.
