Ninety Mile Consulting (NMC) is proud to mark the successful close-out of our partnership with Cardinia Shire Council in delivering a comprehensive review of the Council’s Civil Maintenance Department. This project, aimed at enhancing operational efficiency and service quality, drew on both localised insight and broader sector benchmarking to deliver tailored, actionable recommendations.

Project approach

Cardinia Shire’s vast and diverse landscape presented a unique challenge—one that demanded nuanced, place-based solutions. Through an in-depth current state review, NMC conducted a department overview, a maturity assessment, and a productivity analysis- all designed to build a clear understanding of how the department functions today. We then turned to the future state, co-designing practical solutions that respond to the prioritised challenges identified, while drawing on benchmarking with similar councils in size, landscape, and proximity to Melbourne to ensure our recommendations were grounded in real-world best practices.

Our Recommendations

Ultimately, NMC delivered three core recommendations; each designed to strengthen internal processes, clarify roles and responsibilities, and enable smarter service delivery across the shire. While the work was highly operational, the broader purpose was clear: to ensure that residents within the community benefit from a more efficient, effective, and responsive civil maintenance service. This outcome was made possible through the commitment of the civil maintenance team, who actively engaged with the review and consistently demonstrated a strong drive to explore continuous improvement opportunities throughout the process.
