Key Successes & Outcomes: Civil Maintenance Review
Cardinia Shire Council cut customer requests for road maintenance by 40% in a single year by shifting from reactive patching to a zoned, proactive maintenance model.
After NMC's Civil Maintenance Service Review, Cardinia expanded proactive maintenance zones from one to three, now covering 50% of its unsealed road network, and moved to full rehabilitation rather than surface patching, extending the interval between treatments to six months. The changes also enabled the council to decommission two drainage trucks after introducing a second flip screen to recover usable road material. The result was a 40% reduction in customer requests within a year, alongside improved team cohesion and rebuilt community trust.
