Council Financial Turnaround

Victorian councils' operating surplus capacity has fallen from plus four per cent to minus fifteen per cent in six years, and the causes are structural, not seasonal.
Australian councils face compounding financial pressure from rising costs, rate capping and quietly halved federal grants, with 16 NSW and 11 Queensland councils already below minimum cash reserve benchmarks. NMC identifies five levers councils can pull, including service planning, asset rationalisation and shared services, and one Victorian metropolitan council achieved a 40% reduction in maintenance-related customer requests within nine months of adopting a preventive maintenance strategy. Councils that act on these levers before financial distress becomes critical retain far more control than those that defer the decision.
