Designing TAFE's Professional Workforce
Australia's TAFE system employs an estimated 73,000 people, and unlike training delivery, the professional workforce supporting it has no equivalent national framework for how it should be structured.
TAFE institutes design training delivery with real discipline, but the professional workforce around it, spanning student-facing services, training support, corporate services and campus infrastructure, tends to reflect history and amalgamations rather than deliberate design. NMC's analysis shows centralised models buy scale and compliance consistency at the cost of local knowledge, while decentralised models buy proximity at the cost of duplication and the same compliance fragmentation that RTO registration and audit cannot tolerate. The right answer is a hybrid, placed function by function based on what each costs, what it enables and what it would cost to lose, not a default inherited from the institute's history.
