Is There a Best Way to Structure TAFE?

Victoria runs a decentralised TAFE model, NSW and Queensland run centralised ones, and neither approach is inherently right.
Australia's roughly 25 TAFE networks split between centralised and decentralised governance, and each model trades the same strengths for the same weaknesses: centralisation buys consistency and scale at the cost of local responsiveness, decentralisation buys local relevance at the cost of duplication. NMC's analysis across four dimensions, governance, financial sustainability, community responsiveness and market performance, finds the strongest systems share common characteristics regardless of structure. The practical question for TAFE leaders is not which model to adopt, but how to achieve those characteristics within the model they already have.
