Project Overview
Mental health has emerged as one of the defining challenges of our time, particularly in regional communities where unique socioeconomic and geographic factors intersect to create barriers to care. Recognising this, the Loddon Shire Council has long championed mental health through initiatives like the Loddon Healthy Minds Network (LHMN) and the Suicide Prevention Forum (SPF).
To build on these efforts, Ninety Mile Consulting (NMC) was engaged to conduct a comprehensive review of these programs to ensure their sustainability, accessibility, and impact in years to come. The project reflects NMC’s commitment to designing solutions that address complex health challenges with precision, innovation, and empathy.


A Strategic Review Focused on Impact
The review encompassed three critical areas:
Enhancing Network Engagement
The LHMN is a vital platform for collaboration, uniting roughly 60 members across 20 organisations providing mental health services and referrals to the Loddon region. However, like many networks, it faced challenges in sustaining engagement and ensuring alignment across diverse stakeholders. Through structured consultations and qualitative analysis, NMC evaluated the network’s operating model, communication pathways, and engagement strategies.
The recommendations focus on creating an agile, digitally enabled engagement model to streamline collaboration, foster inclusivity, and strengthen stakeholder relationships.
Reimagining the Suicide Prevention Forum
The SPF plays a pivotal role in reducing stigma and sparking critical conversations around mental health. However, ensuring its relevance in a rapidly evolving landscape required a strategic review.
Drawing on insights from >25 consultations with network members, and global and local case studies, NMC identified proven models that prioritise accessibility, scalability, and impact. Recommendations included hybrid and de-centralised formats, integrated follow-up mechanisms, and embedding the forum into existing community programs to enhance reach and resonance.
Resource Audit and Strategic Innovation
A comprehensive review of mental health resources revealed opportunities to optimise impact and address gaps in service provision. Using benchmarking from comparable regions, NMC explored initiatives designed for rural communities, such as informal farmer-focused programs that normalise mental health discussions and digital tools to broaden access.
The proposed resource strategies were tailored to the Loddon region’s unique demographic and geographic needs, ensuring relevance and sustainability.




Methodology: A Rigorous Three-Phase Approach
To ensure the review delivered actionable and impactful recommendations, NMC employed a three-phase methodology:
- Phase 1: Foundational Analysis
Stakeholder mapping, data collection, and engagement planning established a clear understanding of the current state. - Phase 2: In-Depth Review and Evaluation
Quantitative and qualitative analyses, SWOT evaluations, and benchmarking against best practices identified areas for optimisation. - Phase 3: Design and Recommendations
Insights were synthesised into tailored strategies, assessed through defined evaluation criteria and risk lenses to ensure alignment with local priorities and global standards.

The following key themes emerged that informed NMC’s strategic recommendations:
- Driving Engagement Excellence: Flexible, technology-enabled models to enhance participation and reduce logistical barriers.
- Reimagining Community Forums: Hybrid delivery methods and integration with broader community health initiatives to maximise impact and reduce financial overheads.
- Optimising Resources: Introducing tailored initiatives, including whole-community-focused informal programs and highly accessible resources to develop a comprehensive mental health resource toolkit for network members, to address mental health stigma and address access challenges.

Creating a Blueprint for Regional Mental Health Success
The result of this collaboration is a strategic roadmap for the Loddon Healthy Minds Network and Suicide Prevention Forum, designed to meet the unique needs of the Loddon Shire community. The proposed initiatives are poised to transform how mental health support is co-ordinated and delivered, ensuring sustainability, inclusivity, and impact.
