NMC is thrilled to announce the commencement of an exciting new project – partnering with Frankston City Council to enhance their workforce planning capabilities in alignment with the Local Government Act 2020. This collaborative effort aims to strengthen the Council’s strategic workforce management and ensure long-term organisational success.
Project Scope and Objectives
The primary goal of this project is to ensure the workforce plan not only meets the requirements of the Local Government Act 2020 but also positions Frankston City Council for future growth and excellence in service delivery. Key components of the project include:
- Conducting in-depth consultations with the Executive Leadership and Management Team, including the CEO, Directors, and Managers
- Analysing financial and workforce data to inform strategic decision-making
- Developing a robust succession planning framework
- Identifying critical roles within the organisation
- Recommending talent development strategies to ensure continuity
Alignment with Local Government Act 2020
The Local Government Act 2020 emphasises the importance of strategic workforce planning for Councils across Victoria. Section 46 of the Act requires Councils to develop and maintain a workforce plan that:
- Describes the organisational structure of the council
- Specifies projected staffing requirements for at least four years
- Sets out measures to ensure gender equality, diversity, and inclusiveness
NMC’s project with Frankston City Council will ensure full compliance with these requirements while also going beyond the basics to create a truly strategic workforce plan.
Comprehensive Consultations
A key strength of our approach is the emphasis on stakeholder engagement. By involving the CEO, Directors, and Managers in comprehensive consultations, we ensure that the resulting workforce plan reflects the unique needs and vision of Frankston City Council. These discussions will cover topics such as:
- Current and future organisational priorities
- Anticipated changes in service delivery models
- Skills and capabilities required to meet community needs
- Challenges and opportunities in talent attraction and retention
Data-Driven Decision Making
Our team will conduct thorough analysis of financial and workforce data to provide evidence-based insights for strategic planning. This analysis will include:
- Current workforce demographics and trends
- Labour market conditions and projections
- Budget forecasts and resource allocation
Succession Planning Framework
A critical component of this project is the development of a succession planning framework. This framework will:
- Identify critical roles within the organisation
- Assess current talent pools and potential successors
- Create development pathways for high-potential employees
- Establish processes for knowledge transfer and continuity
By implementing a robust succession planning framework, Frankston City Council will be better prepared to maintain operational excellence even as key personnel changes occur over time.
Looking Ahead
We are excited to embark on this journey with Frankston City Council and contribute to their ongoing success. Stay tuned for updates as we progress through this important initiative. We look forward to sharing insights and outcomes that may benefit other local government organisations facing similar challenges in workforce planning and development.
